蒲川鄉(xiāng)坐落于騰沖南部，坐擁3.2萬畝生態(tài)茶園、76.5%森林覆蓋率，聚居傣、阿昌、傈僳、佤、回五大世居少數(shù)民族，是滇西“騰沖第一茶鄉(xiāng)”與邊境特色農(nóng)業(yè)文旅重鎮(zhèn)。全鄉(xiāng)立足生態(tài)基底、民族底蘊(yùn)、邊境區(qū)位三大核心優(yōu)勢(shì)，構(gòu)建“一茶為主、多產(chǎn)協(xié)同、茶旅融合、跨境賦能”全域發(fā)展格局，穩(wěn)步推進(jìn)鄉(xiāng)村全面振興。

產(chǎn)業(yè)層面錨定高山生態(tài)茶核心支柱，推行“黨支部+合作社+農(nóng)戶”標(biāo)準(zhǔn)化種植加工模式，完善古茶樹保護(hù)、磨鍋茶精深加工、茶葉交易市場(chǎng)配套全鏈條，同步發(fā)展“細(xì)紅軟”特色稻米、林下野生菌、稻田生態(tài)種養(yǎng)循環(huán)產(chǎn)業(yè)，打造綠色有機(jī)農(nóng)副產(chǎn)品體系。深挖傣族織錦、傳統(tǒng)制茶、民間民俗非遺資源，將民族紋樣融入茶禮盒文創(chuàng)，提升產(chǎn)品文化附加值，依托猴橋口岸、RCEP政策打通東南亞跨境外銷通道，拓寬農(nóng)戶增收渠道。

文旅板塊以清河茶文化3A級(jí)研學(xué)景區(qū)為核心，串聯(lián)茶山觀光步道、高空漂流、老九區(qū)農(nóng)耕博物館、曼堆傣族傳統(tǒng)村落與天然溫泉集群，打造集采摘研學(xué)、溫泉康養(yǎng)、民俗體驗(yàn)、山野美食于一體的精品旅游線路。完善鄉(xiāng)級(jí)文化站、農(nóng)家書屋、鄉(xiāng)村文藝隊(duì)伍配套，常態(tài)化開展豐收節(jié)、民族歌舞展演，活化傳承多元少數(shù)民族文化。

民生與基建同步提質(zhì)，完善村組路網(wǎng)、水利灌溉、數(shù)字鄉(xiāng)村配套，均衡布局教育、醫(yī)療公共服務(wù)；依托土地入股、基地務(wù)工、文旅經(jīng)營、手工文創(chuàng)多元收益機(jī)制，帶動(dòng)各族群眾穩(wěn)定增收。未來蒲川將持續(xù)深化農(nóng)、茶、文、旅、貿(mào)融合發(fā)展，夯實(shí)生態(tài)底色、擦亮民族名片、拓展國際市場(chǎng)，建成宜居宜業(yè)、民族團(tuán)結(jié)、產(chǎn)業(yè)興旺的滇西邊境特色示范鄉(xiāng)鎮(zhèn)。

Prosperous Town Driven by Tea, Shared Well-being for All —Comprehensive Development Plan of Puchuan Township, Tengchong

Located in southern Tengchong, Puchuan Township boasts 32,000 muof ecological tea gardens and a forest coverage rate of 76.5%. Itis home to five indigenous ethnic groups including Dai, Achang,Lisu, Va and Hui, known as "No.1 Tea Township of Tengchong" and akey border town integrating agriculture, culture and tourism inwestern Yunnan. Relying on three core strengths — pristine ecology,profound ethnic heritage and favorable border location, thetownship forms an all-round development framework centered on teaindustry, coordinated diverse industries, integrated tea-culturetourism and cross-border trade empowerment to advance ruralrevitalization.

In industrial development, high-mountain ecological tea is takenas the pillar. The township adopts a standardized planting andprocessing model of "Party branch + cooperatives + farmers",building a complete industrial chain covering ancient tea treeprotection, deep processing of Mogu tea and professional teatrading markets. Complementary industries such as premium"Xihongruan" rice, wild under-forest fungi and eco paddy fishfarming are developed to form a system of green organicagricultural products. Intangible cultural heritage including Daibrocade, traditional tea-making craftsmanship and folk customs isexcavated. Ethnic patterns are applied to tea gift box culturalcreations to raise cultural premium of products. Supported byHouqiao Port and RCEP preferential policies, export channels toSoutheast Asia are established to raise local residents’income.

For cultural tourism, theinghe Tea Culture ResearchScenic Area acts as the core hub, connecting tea mountain trails,glass drifting, Laojiu District Farming Museum, Mandui Daitraditional villages and natural hot spring clusters. Ahigh- tourist route integrating tea picking study, hotspring wellness, ethnic custom experience and mountain cuisine isformed. Cultural facilities including township cultural stations,village libraries and folk art troupes are upgraded, with regularharvest festivals and ethnic singing & dancing shows to revitalizemulti-ethnic culture inheritance.

People’s livelihood and infrastructure are upgraded in tandem,with rural road networks, irrigation systems and digital villageconstruction completed, alongside balanced education and medicalpublic services. Multiple income sources including land sharedividends, base employment, tourism operation and handmade culturalcreation ensure steady revenue growth for all ethnic villagers.Moving forward, Puchuan will further integrate agriculture, tea,culture, tourism and cross-border trade, consolidate ecologicaladvantages, polish ethnic cultural brand and expand internationalmarkets, striving to build a distinctive demonstration bordertownship in western Yunnan featuring livable environment, ethnicunity and thriving industries.
