深耕茶產(chǎn)業(yè)跨境增值，打造“蒲川坪山高山生態(tài)茶”產(chǎn)地品牌，完善溯源檢測(cè)、出口備案、原產(chǎn)地認(rèn)證體系，用好RCEP東盟關(guān)稅優(yōu)惠、猴橋口岸通關(guān)及中老鐵路跨境物流優(yōu)勢(shì)，打通面向緬甸、老撾、泰國(guó)的跨境批發(fā)、茶飲供應(yīng)鏈與精品外銷通道，推動(dòng)坪山茶葉從初級(jí)原料外銷向標(biāo)準(zhǔn)化精品、品牌化跨境貿(mào)易升級(jí)，提升產(chǎn)業(yè)附加值與農(nóng)戶收益。

融合坪山溫泉康養(yǎng)與高山茶園風(fēng)光，打造“采茶研學(xué)、制茶體驗(yàn)、溫泉康養(yǎng)、邊境鄉(xiāng)俗休閑”一體化茶旅融合線路，吸引跨境游客、研學(xué)團(tuán)隊(duì)入鄉(xiāng)消費(fèi)，帶動(dòng)餐飲、住宿、鄉(xiāng)土特產(chǎn)配套服務(wù)業(yè)發(fā)展，激活鄉(xiāng)村閑置資產(chǎn)價(jià)值；同步完善村組道路、飲水、網(wǎng)絡(luò)通信基礎(chǔ)設(shè)施，推進(jìn)人居環(huán)境整治提升，培育本土經(jīng)營(yíng)、種植、電商實(shí)用人才，強(qiáng)化基層共建共治，凝聚鄉(xiāng)賢、茶企、村民、院校多方合力，兼顧產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風(fēng)文明、治理有效、生活富裕整體目標(biāo)，穩(wěn)步實(shí)現(xiàn)坪山邊境鄉(xiāng)村產(chǎn)業(yè)提質(zhì)、生態(tài)向好、民生增收、邊境穩(wěn)固的鄉(xiāng)村振興新格局。

Against the backdrop of China’s rural revitalization strategy,Pingshan of Puchuan, Tengchong leverages volcanic ecology at thewestern foot of Gaoligong Mountain, highland ancient tea resources,border proximity to Southeast Asia and hot spring wellnessadvantages, pursuing comprehensive revitalization via “ecologicalfoundation, strengthened tea industry, integrated tea and tourism,cross-border income growth and collaborative governance” to build ademonstration model for rural revitalization along western Yunnan’sborder.

The tea industry is upgraded for cross-border added value bybuilding the regional brand “Puchuan Pingshan Ecological HighlandTea”, improving traceability testing, export filing andcertification systems. Taking full advantage of RCEP tariffpreferences, convenient customs clearance at Houqiao Port andefficient China?Laos Railway cross?border logistics, Pingshan openswholesale, beverage supply and premium export channels targetingMyanmar, Laos and Thailand, transforming its tea trade from primaryraw material exports to standardized premium and brandedcross?border business, greatly boosting industrial added value andhousehold earnings.

Integrating Pingshan’s hot spring wellness resources and alpinetea landscapes, an integrated tea?tourism route combiningtea?picking study tours, tea?making experiences, hot spring healthcare and border folk leisure is developed to attract cross?bordertourists and study groups, driving local catering, accommodationand specialty service sectors while activating idle rural assets.Meanwhile, rural infrastructure including roads, drinking water andbroadband networks is upgraded, living environments are renovated,local practical talents in planting, operation and e?commerce arecultivated, and grassroots collaborative governance isstrengthened.
